This is an excellent way to tell the administration that domestic wiretapping of the kind the Bush administration has been involved in is not supported.

As I recall, several of the 9/11 operatives
were identified prior to the events of that day. The warnings were ignored. Wiretapping without a court order won't fix problems of people ignoring the data they already have.
